本书的目标在于如何才能是自己成为卓有成效的管理者。方法是对自身进行有效的管理，因为管理者是需要身体力行的。成为优秀的管理者并不需要特殊的天赋，而是需要亲自实践。
罗素《西方哲学史》洛克篇
《政府论》上篇的是洛克对权利世袭理论的批评。承认这种说法是不违反人性的说法，在历史上的很多时候，人类政权都是世袭制的。君权神授的学说在英国的失败主要是因为教派太多以及君主，贵族，上层资产阶级之间的权利斗争。罗素认为洛克要在这种基础上击败《先祖论》是毫不费力的。罗素为了帮助理解政治世袭这种在洛克时代被当成理理所当然是制度，提到了经济上的世袭在今天仍然被当成是理所当然的。《政府论》下篇是在为政治权力的根源寻找一种比较靠得住的解释。
